Search "OSHA training for employees" and most of what comes back either oversells OSHA 10/30 as a blanket legal mandate, or undersells it as optional. Neither is quite right. OSHA's actual training requirements are spread across dozens of standards, each tied to a specific hazard, and none of them say the words "OSHA 10" or "OSHA 30." Those two courses exist as a general-purpose outreach program, not a single regulation -- but they've become the credential the market actually asks for, which is a different kind of requirement: contractual and reputational, not statutory.
What OSHA actually requires, versus what OSHA 10/30 covers
The real legal floor is task-specific. 29 CFR 1910.132 requires general-industry employers to train workers on the hazards that PPE is meant to protect against, before they're exposed. 29 CFR 1926.21 requires construction employers to instruct every employee in recognizing and avoiding unsafe conditions specific to their job. Beyond those, dozens of standards carry their own training clause -- lockout/tagout (1910.147), hazard communication (1910.1200), respiratory protection (1910.134), fall protection (1926.501) -- each requiring training on that specific hazard, not a general safety course.
OSHA 10 and OSHA 30 are Outreach Training Program courses, administered under a separate OSHA authorization scheme, not a citation-bearing standard. They bundle a broad survey of the hazard categories above into one course and one card. Nothing in 29 CFR requires a given employer to use them -- but several states (among them Missouri, Nevada, Connecticut, and New York for public construction work) have their own statutes requiring OSHA 10 for construction workers, and most general contractors on private commercial jobs now require the card as a condition of letting a subcontractor's crew on-site, whether or not any statute forces the issue.

OSHA 10 or OSHA 30 -- which one for which employee
Short version for an employer staffing a real crew: OSHA 10 for the workers actually doing the exposed task, OSHA 30 for whoever is responsible for that crew's safety on-site -- foremen, supervisors, safety coordinators. What an employer actually controls
The 10-hour and 30-hour outreach courses that issue the physical DOL card have to run through an OSHA-authorized outreach trainer -- that part isn't something a company builds in-house. What is entirely under an employer's control is how prepared a worker is walking into that course, and how completion gets tracked once it's done. Running practice testing ahead of the authorized course means workers aren't seeing hazard-communication labeling requirements or fall-protection anchor-point rules for the first time in a room with a clock running. The tracking problem nobody plans for
The training itself is rarely where a company falls behind -- it's what happens six months to a year later, when the first wave of cards starts approaching expiration and the person tracking it in a spreadsheet has since moved to a different project, or the spreadsheet was never updated past the initial hire batch. A five-person crew is trivial to track by hand. A fifty-person crew across three job sites is not, and that gap is exactly where a company ends up with an untrained worker on-site during an inspection -- not because anyone decided to skip training, but because nobody was watching the expiration dates.
