Most OSHA-prep content leads with the same claim: "here are the standards you need to know." What it rarely does is show its work. So we pulled the real federal citation record -- the DOL Open Data Portal’s OSHA violation and inspection extracts -- and counted it ourselves: which standards inspectors actually cite, how often, and how serious those citations turn out to be.

Volume and severity don’t always agree
Fall protection (29 CFR 1926.501) and hazard communication (29 CFR 1910.1200) sit well above everything else in the table by raw citation count -- together they represent a real, substantial share of every citation in this dataset. But volume alone doesn’t tell the whole story. Lockout/Tagout (29 CFR 1910.147) carries a fraction of the top standards’ citation count, yet its real average penalty per penalized facility is higher than either of them -- a signal that when LOTO gets cited, inspectors and area directors are treating it as more consequential per incident, even though it comes up less often.
What this means if you’re studying, not just complying
If you’re preparing for an OSHA 10, OSHA 30, or a competent-person credential, the practical takeaway isn’t "memorize the whole standard equally." It’s that the real exam-relevant material clusters where the real citation record clusters: fall protection triggers and systems, hazard communication’s labeling and safety-data-sheet requirements, respiratory protection’s fit-testing and medical-evaluation obligations, and lockout/tagout’s energy-control procedures. Those aren’t guesses about what might be tested -- they’re the standards real inspectors write up most, in the real record.

Every figure on this page is pulled live from the same real US DOL Open Data Portal OSHA violation and inspection extracts (2023-01-01 through 2026-07-30) that power CertQuestUSA’s public Risk Index. Standards where the aggregation script couldn’t source a verified plain-English label show their bare CFR citation instead of a guessed description.
